What the Regulations Say
In Victoria, all water authorities must ensure their networks are protected from contamination. To do this, they require properties that pose a potential backflow risk to have an approved backflow prevention containment device fitted and tested annually.
Each water authority — including Barwon Water — keeps a register of all devices connected to its supply. When your device is due for testing, they’ll send you a reminder notice, and you’ll need to have the test carried out by a licensed backflow plumber.
Who Is Responsible for Testing?
It’s the property owner’s responsibility to ensure the device is tested and compliant each year. This applies whether the property is residential, commercial, or industrial.
For leased properties, the owner typically arranges the testing, though it can sometimes be managed by a property manager or body corporate – be sure to check your particular arrangements.
Once the test is complete, your plumber must submit the results directly to Barwon Water to confirm compliance.
What Happens If You Skip the Test?
If a device isn’t tested on time, the water authority will issue follow-up notices — and in ongoing cases, water supply can be restricted or disconnected until compliance is met, or the water authority will arrange for the device to be tested and send the property owner the bill.
Beyond the potential fines and inconvenience, there’s also a real health risk if a faulty device allows contamination to flow into the water network.
